i havent read the whole of this thread, because i dont see a point, but here is my view for anyone that wants it.
I dont use minis, i dont particuly like them, but i do like one, and that is the Bone Dragon. I used to have one, sold it now, and i used to switch it from one toon to the next depending on how much i was playing on it at the time. If it was customised i couldnt do that and i would find that really lame.. also when you get bored of it you can sell them when there not customised for someone else to use it now that you have no use for it and the circle of life begins again

Account custimization is key here... everyone thinks it should be account based and the reward in gw2 should be equivalent to the items that are put into the HoM... put in 1 bone dragon in gw1 get out 1 bone dragon (or whatever) in gw2.. put in 3 FoW armors in gw1 get out 3 FoW armors in gw2.
